Why can’t I open the internet on my Dell laptop?

My dell laptop computer will not let me open the internet. I open it from the desktop, start menu or programs . What is the problem?

1) Is it connected to other computer through a router
2) Is it networked properly
3) Is it connected to your DSL or standard modem
